AI at the center of CISAC Annual Meeting in Budapest

Over 100 representatives from Central and Eastern European CMOs and other bodies, including GESAC and IMPF for the first time, gathered for the annual CISAC meeting in Budapest from December 8-10, hosted by ARTISJUS. The primary focus of the discussions was the impact of ΑΙ on the creative ecosystem.

Key points addressed during the meeting:

The Challenge of AI and Authors' rights

  • Unlicensed Training / Unfair Competition: A significant challenge identified is AI companies using copyrighted works to train LLMs without transparency, consent, or remuneration for the creators. This practice leads to unprecedented unfair competition by AI start-ups’ output, threatening to replace human works and resulting in significant revenue losses for creators over the next three years
  • Regulatory Gaps: Discussions centered on the European regulatory framework (the EU AI Act) and the need for robust legal developments globally to protect creators' rights. CISAC and CMOs have called for policymakers to ensure transparency, enable effective licensing, and guarantee fair remuneration in all AI policies and legislation. Creators should be able to effectively exercise their rights with direct enforcement measures and actions.
  • Variety of approaches: CMOs display a range of approaches to managing content created entirely with TN and content with AI-assisted tools, which differentiates existing royalty collection and distribution policies among Organizations.

Strategic Responses and Future Actions

  • Enhanced Cooperation: Attendees stressed the critical need for greater alignment and intensifying cooperation among organizations at operational, technological, legal, and political levels to effectively address these new challenges.
  • Integration of AI Tools: Presentations of particular interest included how some Organizations are integrating advanced AI tools to enhance and optimize their own internal systems for documentation and royalty distribution.
  • Forthcoming Guidelines: CISAC is set to issue a document by the end of the year with guidelines for its member organizations to help them formulate new strategies or harmonize their existing approaches to managing all AI-related issues.
