This initiative involves the merger of two flagship programs, "Creative Europe" and "CERV" (Citizens, Equality, Rights and Values)—a move aimed at reshaping the cultural landscape and managing related issues more effectively. With an increased budget of 8.6 billion euros, the European Commission seeks to create a fresh start for the cultural sector, the media (MEDIA +), and civil society, practically recognizing their significance in the modern digital era.
The AGORA EU program centers on critical cultural issues, many of which have a direct impact on the mission and operations of Collective Management Organizations (CMOs). Targeted support for music, discoverability in the age of algorithms, and fair working conditions are just a few of the key topics the new program brings to the forefront.
These developments enjoy the support of the vast majority of the industry. Already, 26 European music organizations—including GESAC and IMPF—have welcomed the European Parliament's draft report on AGORA EU. The organizations strongly advocate for the establishment of a distinct program branch for Music and the allocation of 15% of the total budget to the sector. This is viewed as an essential step toward defending human creativity against artificial intelligence and digital platforms.
AGORA EU recognizes music not simply as a commercial product, but as a social and public good that requires institutional protection. The program’s vision is complemented by new tools and funding opportunities designed to connect creators with the international market, safeguard them within the evolving digital landscape, and place a clear priority on the younger generation.
